2021 International Louise L. & Y.T. Lum Award
Cynde Barker, SR/WS, R/W-NAC, was awarded the Louise L. & Y.T. Lum Award at the IRWA International Education Conference Awards Luncheon in Clevland, Ohio in June 2022. This honor is managed and awarded by the Turstees of the Right of Way International Education Foundation (RWIEF) and acknowledges significant contributions to education within the ROW profession. Her husband and fellow Chapter 10 member, Ron Barker, SR/WA, accepted the award on her behalf in Cleveland. Congratulations Cynde!
Yasmin L. Stump Law Group, PC ("YLSLG") and its team are honored to accept the IRWA annual international award for Employer of the YEar with less than 20 employees for 2020. YLSLG's owner and founder Yasmin Stump and director of communications and marketing Stephnaie Riley attended the IRWA International Education Conference in San Antonio, Texas to accept the award in person. Yasmin is also a past president of Chapter 10. The entire YLSLG team dedicated its time and resources to impove and evelve CHapter 10 through leadership, committee involvement and program and event participation this past year. We are truly grateful to have been nominated, and our YLSLG tam thanks everyone involved in the nomination and selection processes for recognizing our team's hard work.
Lifetime Achievement
The International Lifetime Achievement Award is bestowed by IRWA's International Executive Committee (IEC). This special recognition is reserved for those individuals who have made extraordinary contributions to the right of way industry and the Association during their lifetime. In 2016, Ron and Cynde Barker received this award at the International level and were presented, by the Chapter, with an IRWA Lifetime Membership for their continued and unwavering dedication to Chapter 10. Congratulations Ron and Cynde and thank you for all you do for IRWA and Chapter 10.
2020 International Employer of the Year for Less than 20 Employees
Balfour Award
Named after the Association's founder, the Frank C. Balfour Professional of the Year Award honors professionals who have demonstrated exemplary support to the Association. Candidates are nominated by IRWA's local Chapters and members. In 2014, Cynde Barker, SR/WA, R/W-NAC, received this prestigious and special award and in 2015, presented the award to its winner, Wayne Larson, SR/WA. Congratulations Cynde!
International Project of the Year Award
IRWA's Project of the Year competition was instituted to showcase the role of right of way professionals in bringing leadership proficiency and innovative cost-saving measures to the infrastructure projects they oversee. in 2013, the Ohio River Bridges Project was awarded the Project of the Year. INDOT's Real Estate Division assembled a highly specialized tam to oversee the appraisal, acquisition, relocations and legal services needed. These services and the project team were mostly Chapter 10 members and firms. The team was even on the front cover of Right of Way Magazine! Congratulations to the project team!
International Newsletter of the Year Award
This international award acknowledges the efforts of local IRWA chapters in exhibiting exemplary qualities in its communication of Chapter, Regional and International news. Chapter 10 has won this prestigious award three times and was recently nominated for the 2021 award.

2010 International Employer of the Year for Less Than 20 Employees
Vectren was named the 2010 IRWA Employer of the Year for less than 20 employees in Atlanta, Georgia at the International Education Conference, in recognition of its support of continuing education and professional networking opportunities for colleagues in the Land Services Group. Chapter members Greg Mathias, SR/WA, Josh Sherretz, SR/WA, Becky Merkley, SR/WA and Ron Barker, SR/WA represented Chapter 10's Vectren employees and received the award on behalf of the Land Services Group.
