MAJOR MOVES
Our program for the May Meeting will focus on the major
moves initiative and highlight the US 31 corridor in
Hamilton County and I 69 corridor sections 2 and 3.
This meeting will be a great one with 4 presentations.
US 31 Hamilton: Design and Construction

US 31 Hamilton project will upgrade US 31 to freeway standards from I-465 to SR
38. Once complete, there will be new interchanges between 96th St. at the
Marion-Hamilton county line to 216th St. in Westfield. Upgrading the 13 miles
of existing highway between I-465 and State Road 38 to Federal interstate
standards will be, in terms of dollars, the largest and most aggressive road
project ever attempted in Hamilton County.
The US 31 Hamilton County project is intended to reduce congestion, improve
safety and provide continuity of commerce and regional travel for a US highway
that stretches from Michigan to Alabama. Gov. Mitch Daniels' Major Moves
program is upgrading or bypassing congested sections of US 31 that, when
completed, are expected to cut a half hour off travel time between Indianapolis
and South Bend.
Jason serves as a Project Manager and Senior Designer for RW Armstrong on
urban and rural roadway and railroad projects. Jason has over 15 years of
experience with light rail, highway engineering and construction. He has been
directly involved in projects for the states of Indiana, Ohio, Minnesota, and
Michigan; he has also been involved with projects for Road Commissions, local
agencies, and private developers. Jason has been involved in several storm
sewer, sanitary sewer, and water main inspection projects in Michigan and
Wisconsin. He also has experience in geotechnical engineering and materials
testing. Since moving to Indiana in 2004, Jason has worked on the I-465 West
Leg, I-465 Northeast Corridor, and the US 31 Project in Hamilton County.
Jason holds a Bachelor of Science in Civil Engineering from Michigan Tech
University and is a PE in the States of Indiana.
I-69: Managing the Ultra Fast Track, 55-Mile, New Terrain Project

In the summer of 2009 the Indiana Department of Transportation posted the I-69
Sections 2 & 3 request for proposals, which included survey, design, and right of
way acquisition services for 55 miles of new terrain interstate between Oakland
City and US 231 in southern Indiana. Parsons Brinckerhoff proposed
accelerating INDOT's original schedule by two years; Governor Mitch Daniels
further challenged the team by cutting another year from the project. This
presentation will provide an overview of the challenges of managing an
ultra-fast schedule, letting 13 contracts in 19 months and completing design
and construction for 55 miles of new terrain interstate in three years.
Shelby Swango is the Area Manager of Indiana operations for Parsons
Brinckerhoff. A graduate of Purdue University, with a BS and MS in Civil
Engineering, Shelby has managed a number of transportation projects
throughout the Midwest. Shelby served as Project Manager for Sections 2 & 3 of
I-69.
US 31 Hamilton: Refining the Appraisal Process

The right of way needed to build US 31 Hamilton includes some of the most
developed, expensive real estate in the State of Indiana. A number of problems
unique to this area arose during the appraisal process. RW Armstrong and INDOT
worked together to refine the process and further define the standards
expectations needed to complete the appraisals. The presenters will highlight
some of the problems encountered, and the solutions developed.
Kathy Catlin Davis, Esq. is the Right of Way Manager at RW Armstrong. She is
responsible for the management of all acquisition activities on the entire
project. Kathy is prequalified with the Indiana Department of Transportation to
provide Project Management, Acquisition, and Relocation services. She is a
licensed attorney in the State of Indiana and also holds an Indiana Principal
Broker's License. Kathy has more than ten years' experience in real estate law,
including complex issues involving condemnation, tax liens, title claims,
contracts, utilities, and mineral rights.
Prior to joining RW Armstrong in 2011, Kathy worked for O.R. Colan Associates.
She has also served as a Deputy Attorney General, assisting INDOT with
condemnation and other real estate matters.
Kathy received her Bachelor of Arts in Political Science from Indiana University,
and her Juris Doctor from Indiana University School of Law at Indianapolis
Phil Anderson is the Land Acquisition Manager at RW Armstrong. He manages
all acquisition activities on the US 31 South Bend project. Phil also advises on
all appraisals for the US 31 Hamilton project. Phil is a licensed Certified General
Appraiser and is prequalified by the Indiana Department of Transportation in
Appraisal and Appraisal Review. Phil has almost twenty years of experience
appraising property for public projects.
Prior to joining RW Armstrong in 2011, Phil worked independently as an
appraiser. He also spent more than 15 years of his career with the Indiana
Department of Transportation.
Right of Way and Utility Coordination
Kenny Franklin, Indiana Department of Transportation
Kenny Franklin, the Statewide Manager of Utility and Railroads for the Indiana
Department of Transportation, will speak about "Right of Way and Utility
Coordination."
Kenny was recently appointed to his new position at INDOT. Prior to this he
worked in INDOT project management on Major Moves projects, including US
231 Spencer County, US 231 West Lafayette, I-74 Reagan Pkwy interchange, SR
135 in Greenwood, SR 14 Fort Wayne, SR 62 Madison, and others. Kenny has
also worked in the INDOT right of way section. Prior to joining INDOT, Kenny
spent 10 years in traditional real estate working for Remax. Kenny holds a BS
from Lee University. Kenny is married to Suzan Franklin and has one adult
daughter.
